<subfield code="a">Health workforce retention is vital to the adequacy of qualified and competent
human resources for health and its distribution to areas in the Philippines.
Migration for overseas employment of Filipino health professionals has
aggravated the long standing problem of uneven distribution and inadequacy of
human resources for health in the country’s public and private health systems.
The management of migration and the retention of the health workforce are interrelated.
Pay equity, security, social responsibility of the private sector, rights of
labor, adequacy and quality of human resources for health are the policy goals for
retention of the workforce in Philippine health delivery systems. Policy
alternatives are geared at compensation, benefits, training and development,
career path development, job design, and distribution of plantilla positions.</subfield>
