The indicators are organized according to the conceptual framework developed under the EVALUATION project. The specific objectives of this Handbook are: to differentiate the levels for which family planning indicators are needed (program versus population level); to compile those indicators judged most useful in family planning program evaluation into a single volume; to provide a definition of these indicators to enhance the consistent use of terms across programs, countries, and donor agencies; and to promote evaluation of programs by making indicators better known and easier to use.
