Summary, etc. The outmigration of Filipino human resources for health (HRH) calls for policy<br/>responses and implementation to achieve the production of an adequate number<br/>of qualified health professionals that can serve the Philippine public and private<br/>health care systems, as well as meet the international demand. The HRHN<br/>Technical Working Group on Entry recognizes the policies already formulated and<br/>the mandates of concerned national agencies to address persistent policy issues in<br/>the education and training of health professionals and workers. But there is a<br/>need for effective implementation, monitoring and evaluation. The TWG on Entry<br/>proposes that clear administrative and operational policies be formulated to<br/>monitor and evaluate competency standards in the curriculum and training<br/>programs of institutions, in the licensure examinations, and the programs’<br/>relevance to the health care service sector. To offset the outflow of Filipino health<br/>professionals, the TWG on Entry proposes policy alternatives on foreign nationals’<br/>medical residency in the Philippines, national service in health, scholarship<br/>programs and ladderized training programs, to ensure quantity and quality of<br/>health workers.
